Kaliningrad, formerly Königsberg, was a part of Germany until 1945. AsIzvestiya’s Grigori Bovt observed (centrist daily, Moscow, July 17), the focus of EU concern is the fact that the enclave is a center for illegal immigration, smuggling, and car theft.

Kaliningrad has become a transit point for drug smuggling en route from Europe into Russia and vise versa. Additionally, with over 3,000 reported cases of HIV, Kaliningrad has one of the highest AIDS rates in Russia, if not Europe, and this does not account for the unregistered cases of HIV.

Kaliningrad besitzt zahlreiche Museen, wie beispielsweise das Immanuel-Kant-Museum und das Dommuseum. Erwähnenswert ist das Museum für Geschichte und Kunst mit einer sehenswerten Sammlung, unter anderem mit Teilen der Prussia-Sammlung, und das in einer alten Festung eingerichtete Bernsteinmuseum mit einer großen Kollektion an Juweliererzeugnissen aus Bernstein. Interessant ist auch die Kunstgalerie Kaliningrads mit ihren acht Ausstellungshallen.

East Prussia was much larger than what is now Kaliningrad, and had been part of the German nation for the last 700 years. That, the Red Army was about to change. The civilian population was killed or raped, driving the entire East Prussian population to leave their homes helter skelter in midwinter 1945. It was a massive ethnic cleansing.

In order to facilitate cross-border contact, the Commission has committed €11m to border crossing infrastructure in Kaliningrad. In the coming years, an additional €20m of support is available. A number of border crossings have been considered as priority.
