During the Cold War, Kaliningrad was a closed territory with a heavy military presence: The USSR's Baltic Sea fleet was located there along with contingents of ground and air defense units. It was the first line of defense against an attack from the west and could be used simultaneously for offensive operations in a westward coup de main.

Sailing along the Kaliningrad sea channel the boats are supposed to stay away at a distance from the passing vessels. To do that it is possible to sail closer to the fairway edge. But to avoid touching the sea ground, it is not advisable to come to the line linking the buoys which are positioned closer to you or the signs of your navigation side.

Oil was discovered in Kaliningrad Region as early as 1963, but commercial oil production began only in 1975. Very low-sulfur (0.2%) oil was discovered on the Baltic shelf at a depth of 1500-2000 m in 1983. Geological oil reserves in Kaliningrad Region are estimated at 275 million tons, or 800 000 tons of oil per year.
