Joe suffered his paralyzing injury on Christmas Eve in 1989. He was investigating a robbery at an orphanage. He finds the Grinch (Or a grinch like character) on the rooftop and they battle. The Grinch slides a rollerskate under Joe's feet. He goes flying over the side and lands hard, injuring his spine. This is detailed in a flashback in the episode "A Hero Sits Next Door". The accident is ... mentioned in the episode A Very Special Family Guy Freakin' Christmas.
