Giorgio Napolitano, 11th President of the Italian Republic On April 7, 1939 Italy occupied Albania, a de-facto protectorate for decades, but in September 1939, after the invasion of Poland, Mussolini decided not to intervene on Germany's side, due to the poor preparation of the armed forces. Italy entered the war in 1940 when France was beaten. Mussolini hoped that Italy would be able to win in a very short time.
After the war Benito Mussolini attacked Vittorio Orlando for failing to achieve Italy's objectives at the Versailles Peace Treaty and helped to organize the various right-wing groups in Italy into the Fascist Party. The next prime minister, Francesco Nitti... came under attack and he was forced to resign in 1920.
From 1861 until the Fascist dictatorship (1922–43) of Benito Mussolini, Italy was governed under the liberal constitution adopted by Sardinia in 1848. The reigns of Victor Emmanuel II (1861–78) and Humbert I (1878–1900), and the first half of the reign of Victor Emmanuel III (1900–1946) were marked by moderate social and political reforms and by some industrial expansion in N Italy (mainly in the 20th cent.). Periodic social unrest was caused by the dislocations attending industrialization and by occasional economic depression. In the underdeveloped south, rapid population growth led to mass emigration, both to the industrial centers of N Italy and to the Americas.

In 1939 Italy invaded Albania and soon afterwards Benito Mussolini signed a full defensive alliance with Nazi Germany (the Pact of Steel). However, Mussolini did not declare war on Britain and France until 10th June 1940.
