After a bloody war in Afghanistan that lasted more than a decade, a group intent on establishing a new society based on Islamic law came to power in the mid-1990s. The group was known as the Taliban, which means students in Persian.

The Harvard Law School, in conjunction with other Harvard schools and faculties,offer programs of instruction leading to specialization in Islamic law and in the laws of the Muslim world. These programs draw on the resources of the entire University to enable effective interdisciplinary courses of study. Programs are to be tailored to individual interests, and may employ a number of different methodologies, including law, comparative law, legal theory, Islamic Studies, history, comparative religion, economics, political science, sociology and anthropology.

Muslim theologians must revise their understanding of Islamic law, and recognize that punishment for apostasy is merely the legacy of historical circumstances and political calculations stretching back to the early days of Islam. Such punishments run counter to the clear Koranic injunction "Let there be no compulsion in religion" (2:256).

Because the Brotherhood views Islam as all-encompassing and universal, one of its highest goals is to spread Islamic law. The Chicago Tribune explains that the controversial "ultimate goal" of the U.S. Brotherhood is "to create Muslim states overseas and, they hope, someday in America as well." Brotherhood members did emphasize to the Tribune that they operate within the laws of the countries where they live:
