The far-reaching changes that Iraq requires can be done only from within – not by exiles or an external power. Yes, the agents of change need international support and Iraq's outside opposition is an important factor, but domestic forces are the key. An Iraq that goes through a truly meaningful change must find the sources at home, not abroad.

UN Security Council Resolution 1441 calls on Iraq to cooperate with UN inspection teams and not to obstruct UN forces. Iraq must declare all weapons of mass destruction in its possession by December 8, 2002. UNMOVIC inspection teams began inspecting sites in Iraq.

MOSUL, IRAQ (June 28, 2004) � Iraqi police from the Mosul area received 2,000 vests with protective plates Friday. The vests were given to them by Coalition forces as part of a contract with the Office of Security Cooperation to ensure the safety of Iraqi security forces while they are protecting the local citizens.

The same month the U.S. Congress approved the use of force against Iraq, and in November the Security Council passed a resolution offering Iraq a “final opportunity†to cooperate on arms inspections. A strict timetable was established for the return of the inspectors and resumption of inspections, and active Iraqi compliance was insisted on. The Iraqi parliament rejected the terms of the resolution, but inspectors were permitted to return, and inspections resumed in late November.

Defense Secretary Robert Gates endorses the idea of a "brief" break in withdrawing U.S. troops from Iraq after July. A pause "probably does make sense," Gates says. But some in the military say U.S. forces are already stretched thin, and a delay in the drawdown will only worsen the problem.
