CPT initiated a long-term presence in Iraq in October 2002, six months before the beginning of the U.S. led invasion in March of 2003. The primary focus of the team for eighteen months following the invasion was documenting and focusing attention on the issue of detainee abuses and basic legal and human rights being denied them. The deteriorating security situation in Baghdad seriously affected CPT's presence. In November 2005, four CPT personnel were taken hostage, resulting in the murder of CPTer Tom Fox and the rescue of the remaining three in March 2006. Following an evaluation phase, CPT relocated its violence reduction work to the Kurdish north of Iraq in late 2006, based in Suleimaniya.

Iraq's politics are shaped by various factors, including its naval and strategic confinement and its geographic remoteness from involvement in the Arab-Israeli conflict. But by far the most central factor has been the government's failure to build a national identity that meaningfully incorporates all Iraqis. This helps explain Baghdad's inflexible position toward internal political reform and its aggressiveness abroad.

Philadelphia becomes the fourth U.S. community to join the Partners for Peace project with Iraq. At last year's G8 Summit, First Lady Laura Bush announced the first three pairings: Dallas with Kirkuk; Tucson with Sulaymaniyah; and the Denver Regional Council of Governments with Baghdad. The U.S. government is contributing initial funding for the project, and each partnership receives a $20,000 seed grant for air transportation, housing and administration.
AMIDEAST established one of its first field offices in Baghdad, Iraq in 1953. Until its closure in 1967, in the wake of heightened regional tensions, the Baghdad office played a vital role in strengthening mutual understanding and cooperation between Americans and Iraqis and in promoting U.S. higher education.
