As already mentioned, the public domain of the Internet, outside the widespread and already existing commercial networks, was constructed largely through the sharing of information between programmers, often without much regard for secrecy or the conventions of capitalist property. The method of calling for Request for Comments (RFCs) encapsulated this kind of informal organisation based on technical prowess and socially evaluated solutions to problems. This openness was ... true of the software, browser and application, which led to the World Wide Web (Berners-Lee, 1999). Raymond suggests that most software (95%) is essentially not written for sale and is in house and open to programmers within the company (1999). In other words, some kind of openness and support is behind most programming. Such an approach to software might be called part of the "hacker ethic".

Use of the Internet for political news and information in some cases means using traditional media outlets online more for television sources than for newspapers. Asked the top few Web sites they use for election news, 37 percent mention cable TV Web sites and an additional 33 percent mention network news Web sites; 10 percent mention newspaper Web sites. When computers and the internet first asserted themselves in Americans' cultural imagination in the early 1990s, some foresaw a golden era of politics. As citizens gained more access to information and as their voices could more easily be projected into political discourse via bulletin boards, Web sites and listservs, candidates would have more reason to communicate directly with voters. Campaigns would become cheaper and more honest, while the power of lobbyists, political action committees, consultants and other middlemen would fade.
