Institutional Effectiveness is the process of documenting efforts across the college. College departments evaluate their progress toward an outcome by selecting a specific effort for which they are responsible and implementing an objective evaluation that will give them valuable feedback on how well they are doing.

The mission of the Haywood Community College Department of Research and Institutional Effectiveness is to develop, implement, and evaluate the processes by which departments of the College use institutional data. By offering reporting and interpretation services the Research Office advocates data-supported informed decision and policy making. The RIE administers surveys and evaluation as part of College-wide assessment. The RIE Coordinator is the College designated as the Skilled-Knowledge Worker who submits and retrieves data from NCCCCSO Data Warehouse. The RIE Coordinator, as NCCCSO Data Coordinator insures accurate and timely reporting of State Reports by various HCC staff.

Institutional Effectiveness (IE) has been identified by IE pioneer Peter Ewell (1985) as "A comparison of results achieved to goals intended." Many things in the IE community have changed and evolved since then, but this remains a good capsule summary of the heart of IE.

The University of New Orleans has conducted a yearly review of its academic programs since the mid-1990s, but took an evolutionary step in 2001 by completely restructuring its institutional effectiveness process. Currently, the institution engages in ongoing institution-wide review of all of its academic, administrative, and educational support units and programs. The review is headed by the Coordinator of Institutional Effectiveness, who reports directly to the Provost and Vice Chancellor for Academic Affairs. The Coordinator chairs a 10-member committee made up of representatives from academic, administrative and student support/units.
