The official text of the Rule of St. Francis was approved on November 29, 1223 A.D. by Pope Honorius III in the Bull Solet Annuere. Hence it is customary to present the text of the Rule within that of the papal decree (as is done below within square brackets). The original of the Bull is kept at the Sacro Convento in Assisi. 2 K. Esser holds that, in all probability, St. Francis wrote the text of the Rule, which it requotes, in his own hand, sometime between Pentecost and November of 1223 A.D.. 3

The successor of Innocent III, Pope Gregory IX established the Inquisition in 1232. For over 600 years, spanning the reigns of over 80 popes, the Inquisition tortured and killed tens of thousands of Protestants including the Waldensians, Hussites, Lollards and Huguenots.

According to Brother José’s plan, the observance was to begin in 2006 and culminate in 2009, the year which actually marks the eighth centenary of Pope Innocent III’s approval of that first simple Rule. To have the celebration of the Order’s foundation spread out over a three-year period makes good sense. Such a founding is always more than one simple event. Indeed, it represents a whole succession of events.
