Leonardo da Vinci Information is negative entropy—the instructions that are needed to produce order or reduce uncertainty (whether about future events or past or current conditions). Information in this sense can be measured. Because it conveys accurate instructions about creating order or reducing uncertainty, it can be said to be useful, true knowledge. It helps people make judgments and take actions and in some contexts is called intelligence. By contrast, disinformation signifies the transmission of falsehoods in an attempt to alter the judgements or actions of others.
The U.S. Freedom of Information Act (FOIA) is a law ensuring public access to U.S. government records. FOIA carries a presumption of disclosure; the burden is on the government - not the public - to substantiate why information may not be released. Upon written request, agencies of the United States government are required to disclose those records, unless they can be lawfully withheld from disclosure under one of nine specific exemptions in the FOIA. This right of access is ultimately enforceable in federal court.

The Freedom of Information Act established a presumption that records of the Executive Branch of the United States government are accessible to the public. This was not always the policy regarding federal information disclosure. Before the FOIA in 1966, the burden was on the individual to establish a right to examine these government records.
