On December 12, 2001 the United Nations General Assembly began elaborating an international convention against the reproductive cloning of human beings. Lawrence S. B. Goldstein, college professor of cellular and molecular medicine at the University of California at San Diego, claims that the United States, unable to pass a national law, forced Costa Rica to start this debate in the UN over the international cloning ban. Unable to reach a consensus on a binding convention, in March 2005 a non-binding United Nations Declaration on Human Cloning was finally adopted.[6]
As an interim measure, FDA’s proposal to regulate human cloning technology under the cellular and tissue-based based products regulations is exactly what the situation calls for. Great urgency was infused into the quest to enact some kind of regulatory scheme by Dr. Seed’s announcement. In addition, most legislative proposals advanced seem plagued by a lack of knowledge of many of the issues involved. By filling the regulatory void, FDA not only brings uniformity to this area, but insures that lawmakers no longer have to worry about the prospects of immediate unconstrained activity in the area of human cloning. After all, given the current development in the field, it is highly improbable that safety and efficacy could be demonstrated in the near future, making approval of any IND application unlikely for some time. FDA’s announcement therefore, achieved two short term goals.

The ads are part of an ongoing effort by the Bishops to provide more information on the Catholic Church's position on stem cell research and human cloning. All responsible ethicists, including this author, consider human cloning at the present time to be unethical. The reasons have nothing to do with the slippery (slope) issues of manipulating human life. Rather, the technology today simply does not work reliably. The current technique of fusing a cell nucleus from a donor to an egg cell using an electric spark causes a high level of genetic errors.

The Whitehead team... conclude that reproductive human cloning is not a good idea. They did suggest, though, that therapeutic cloning of organs should be safer.
