Fannie Mae, Howard University, and officials in Washington, D.C., are in the process of completing the renovation of a historic neighborhood in the Northwest part of the Nation's Capital. LeDroit Park was once a thriving black community, but the neighborhood eventually declined, resulting in rows of abandoned houses. But one resident, 82-year old Lillian Robinson, refused to leave, and now the million-dollar project by Howard University and Fannie Mae will give her neighbors. Howard agreed to renovate the 28 abandoned properties and 17 vacant lots it owns, and Fannie Mae contributed $20 million to the project to work with the D.C. Housing Finance Agency in providing mortgages at below-market interest rates. Howard will pay up to 3 percent of the purchase price, which starts at $70,000, and the homes will be offered first to Howard University staff, D.C. police officers, and other local community members. Howard President H. Patrick Swygert says further efforts are possible, and officials hope the program will become a national symbol of urban revitalization. - Leslie Howard
