Hoover was the first President born west of the Mississippi River. His father was a blacksmith and his mother a school-teacher; both died in his childhood, and he grew up in his uncle's house in Oregon. Hoover worked his way through school beginning at age 10. He studied geology and mining engineering at Stanford University, graduating in 1895, and he became a supervisor of mining operations in Australia and then in China. He and his wife, Lou, became fluent in Chinese and were active in the relief of foreigners trapped in the Boxer Rebellion. The Hoovers traveled all over the world on business.

Hoover's fear of an expansionist Soviet Union led him to oppose U.S. intervention in Europe on the Pacific before 7 December 1941, because although he abhorred the German and Japanese regimes, he feared Josef Stalin more. In 1942, he co‐authored The Problems of Lasting Peace, emphasizing that military success alone would not ensure peace, and urging a new postwar international organization to settle disputes peacefully; gradual disarmament; and a ban on military alliances. Hoover coordinated European food relief again in 1945–47. During the Cold War, he advocated U.S. naval and air defense of the western hemisphere and island bastions from Britain to Japan, Taiwan, and the Philippines. Against commitment of U.S. ground troops overseas, he opposed NATO and the Korean War, and supported President Eisenhower's increased reliance upon airpower.

Victory Headline As soon as Calvin Coolidge announced that he did not choose to run for reelection in 1928, Hoover was inundated with letters and telegrams urging him to run for president. The Democrats had nominated Alfred E. Smith, the first Catholic to run for the Presidency. Hoover and Smith were in accord on many issues of the 1928 campaign: reforms in child welfare, business practice, and the prison system; the better organization of Federal Government, and the development of water resources and oil conservation. They differed on their farm policies and they differed on Prohibition. Smith favored a plan which would fix farm prices for produce and dump surplus products abroad. This would mean that the government controlled the farmer's distribution and production.
