The Hoosier Lottery was established by Nov. 8, 1988, by state voters. The first Hoosier Lottery games were launched on Oct 13th 1989. The Lotto Cash game was launched Apr. 30, 1990. The Indiana lottery joined... in 1990, the Lotto America game, which became Powerball.

The Hoosier Lottery made a commitment to innovation and variety in FY07, by introducing four new scratch-off games every three weeks. The Lottery took innovation a step further when they introduced the "2,500,000 Holiday Raffle." The Hoosier Lottery became the first lottery in the country to combine scratch-off and draw-games into one product. The $25 product featured the immediate reward of scratch-off games with the delayed reward of draw-games.

Intralot's Little said customers would see few big changes if the Hoosier Lottery were privately run. He said a vendor can wring profits from a lottery operation by cutting administrative costs, stepping up advertising and launching more creative games.

That’s an important point, because the Hoosier Lottery has produced profits over $200 million just once in its history. It reaped $204 million in 1999. On average, profit has been $169 million—more than $30 million less than the proposed deal would guarantee.

If the Hoosier Lottery felt bringing the creative in-house was a viable option, why didn’t they review the agencies’ services versus have them make full account pitches? This would have saved a lot of agency man hours and allowed them to present their services most applicable to the Lottery’s needs.

Hoosier Lottery spokesman Mark Sirkin says lottery officials won't know who holds that ticket until someone comes forward. He says it could be one person or a hundred people who pooled their money in an office pool.
