The other unclaimed Hoosier Lottery prize is a $200,000 Powerball ticket due to expire on Feb. 22, 2008. The winning Powerball ticket was sold at J&D Marathon at 7890 Calumet Ave. in Munster. The ticket is from the Aug. 25, 2007 Powerball drawing. The numbers from that date were: 2, 8, 23, 29 and 35. The Powerball number was 19. The winning ticket matched the first five numbers but not the Powerball.

Three months after the creation of the first Commission, the Hoosier Lottery was in full operation and on October 13, 1989, scratch-off ticket sales began. On the first day alone, 8.19 million tickets were sold and the totals for the first week of sales exceeded $21.8 million. By March 1991, the Hoosier Lottery ranked sixth in instant ticket sales among the 33 state lotteries.

Since its launch in 1990, the Hoosier Lottery has booked sales of $9.3 billion and profit of $2.7 billion. Indiana would be the first state to privatize its lottery, although others like Illinois and Wisconsin have considered it.

In February 1996, the Hoosier Lottery unveiled a fresh look for the Hoosier Millionaire game show. Later in February, the Lottery held the first Lucky 5 second-chance drawing, allowing players to win $70,000 in one drawing and $500 in prize drawings held later in March. In April, the Hoosier Lottery presented Lucky For Life 1, the first instant ticket that offered a prize for life ($1000 per month for the winner's lifetime). In August, Frederick Leo O'Connor of Indianapolis hit the Lucky 5 jackpot four times and received $200,000. Lucky 5 was expanded again, to seven nights a week.

To appeal to a wide variety of customers, the Hoosier Lottery team develops new scratch-off games with diverse themes. Whimsy, sports, gaming, holidays and numbers are a few such themes that recur throughout the year in different formats. Recent holiday-themed games, for example, include “Holiday Dough” and “Christmas Cash.” Current “numbers” games are “Sapphire Blue 7s” and “Nifty 50,” among others. Others in action draw on the popularity of such gaming staples as Bingo, as well as new phenomena like Texas hold ’em.

The Hoosier Lottery is operated by the State of Indiana. On November 8, 1988 Indiana voters approved a lottery referendum by 62 percent. On May 3, 1989, the Indiana General Assembly ratified the Lottery Act and a week later the governor signed the Lottery Act into law. In June 1989 a Lottery director was appointed and in July the Lottery Commission was appointed.
