Homelessness was all over the news in those days. Bassuk recently had been appointed head of a task force on the subject by Massachusetts Gov. Michael Dukakis, who had made an election promise to solve the problem of homelessness in the state. Her stellar credentials may have gotten her the high-profile appointment, but "I didn't really know about it," she concedes. "I had no clue what homelessness looked like out in the world."

Homelessness is a global problem. According to a 1996 United Nations report, 500 million people worldwide were homeless or residing in low-quality housing and unsanitary conditions in 1995. The number of homeless continues to rise... and quantifying this population is difficult. Most homelessness rates are reported by service providers, and countries with the best-developed service systems will therefore report the highest number of homeless, a condition referred to as the service-systems paradox. Various other problems, such as double-counts, overcounts, the problem of mobility, and hidden homelessness also affect estimates.

Resources Minister Diane Finley, whose portfolio includes the National Homelessness Initiative, reversed the decision. Now, a $37-million surplus in last year's housing budget will be made available to homelessness projects across the country, including $4.2-million earmarked for the 15 Winnipeg projects.

Homelessness and health are intertwined. Poor health, both physical and mental, contributes to homelessness. Being homeless can lead to poor health. It will be difficult to address homelessness without addressing the health care issues that contribute to it; it certainly is difficult to address the health of homeless people without addressing their homelessness. While the relationship between poor health and homelessness are most extreme in the setting of chronic homelessness, it is clear that health is affected by even short spells of homelessness. People with chronic homelessness experience the worst health care outcomes and present the biggest challenges to the health care system.

Homelessness in Canada is viewed as a serious social problem. Canada is viewed by many as having far too high a number of homeless people, with some of the highest per capita rates of any developed nation. It is second on the list of having the highest homeless population in the developed world, trailing behind the United States and just slightly ahead of Japan, which is the fourth in homeless population.
