Hitler's unexpected savior was Franz von Papen, one of the former Chancellors, a remarkably incompetent man who owed his political career to a personal friendship with Hindenburg. He had been thrown out of power by the much more capable Schleicher, who personally replaced him. To get even, Papen approached Hitler and offered to become "co-chancellors," if only Hitler would join him in a coalition to overthrow Schleicher. Hitler responded that only he could be the head of government, while Papen's supporters could be given important cabinet positions. The two reached a tentative agreement to pursue such an alliance, even though secretly they were planning to double-cross each other.

Encouraged by Ludendorff's support, Hitler began planning a march on Berlin - like the march that Mussolini was thought to have made on Rome the year before. Hitler... was without the invitation to govern that Mussolini had received. He planned to ally his National Socialists with Kahr's Rightist government in Munich, by force if necessary, in preparation for the march. He planned also to proclaim martial law. And he planned that after taking power in Berlin he would put all persons dangerous to national security into concentration camps (Sammellager). And he planned to send with them to the camps all those persons who were unproductive, those he called "useless eaters," where they would be put to productive labor.

Hitler ... used the SA paramilitary to push Hugenberg into resigning and proceeded to politically isolate Vice Chancellor Papen. Because the SA's demands for political and military power caused much anxiety among military leaders, Hitler used allegations of a plot by the SA leader Ernst Röhm to purge the SA's leadership during the Night of the Long Knives. Opponents unconnected with the SA were also murdered, notably Gregor Strasser and former Chancellor Kurt von Schleicher.[40]

For Adolf Hitler, the goal of a legally established dictatorship was now within reach. On March 15, 1933, a cabinet meeting was held during which Hitler and Göring discussed how to obstruct what was left of the democratic process to get an Enabling Act passed by the Reichstag. This law would hand over the constitutional functions of the Reichstag to Hitler, including the power to make laws, control the budget and approve treaties with foreign governments.

In February 1932 Hitler decided to stand against Hindenburg in the forthcoming Presidential election. In order to do this he became a German citizen on 25th February 1932. In the 1932 presidential elections Hindenburg was re-elected to office and Hitler was forced to wait for another opportunity to win power.
