The United States and Mexico have a history of cooperation on environmental and natural resource issues, particularly in the border area, where there are serious environmental problems caused by rapid population growth, urbanization, and industrialization. Cooperative activities between the U.S. and Mexico take place under a number of agreements such as: An 1889 convention establishing the International Boundary Commission, reconstituted by the Water Treaty of 1944 as the International Boundary and Water Commission, United States and Mexico (IBWC). The IBWC has settled many difficult U.S.-Mexico boundary and water problems, including the regularization of the Rio Grande near El Paso through the 1967 Chamizal settlement. The IBWC divides the use of international waters, builds and operates water conservation and flood control projects, and constructs and maintains boundary markers on the land boundary and on international bridges. On a brighter note, Arizona, California, New Mexico and twelve other states received scores of "6" through "10" for standards that "propose a coherent and thorough approach" to the history of Mexico and Latin America. Even those states drew criticism... for not requiring students to study world history. No state requires that students be tested in it before being advanced to the next grade, the report says.

Chihuahua has played a major role in the history of Mexico. Father Hidalgo, who began the fight for Independence from Spain with his "Grito de Dolores" in 1810, was captured and executed in what is now the State Capital building of Chihuahua. Benito Juarez, a Zapotec Indian who rose from humble beginnings to become one of the most beloved presidents of Mexico, set up his government in Chihuahua during the French invasion in 1864. Chihuahua was the main operations base for the "Division del Norte", the army led by Pancho Villa, during the Mexican Revolution in 1910.
