For over a century, Historically Black Colleges and Universities (HBCUs) have had a tradition of working to give every enrolled student the broadest opportunity for academic proficiency and success. Today, HBCUs are working to develop innovative instructional approaches and academic programs (including the use of new technologies) that are well-suited to meet the needs of their students and communities, while ... promoting social change in the United States and around the world. Senate Democrats believe that strong federal support for HBCUs is warranted given their historic and current importance to nearly a half million students.
Historically Black Colleges and Universities that meet the definition of Historically Black Colleges and Universities as determined by the Department of Education in 34 CFR 608.2 in accordance with that Department's responsibilities under Executive Order 13256, dated February 12, 2002. Applicants must be institutions of higher education accredited by a national or regional accrediting agency recognized by the U.S. Department of Education.

The principal beneficiaries of the Historically Black Colleges and Universities program will include any city, county, town, township, parish, village, or other general political subdivision of a State within which the HBCU is located. A HBCU located in a metropolitan statistical area, as established by the Office of Management and Budget, may consider its locality to be one or more of these entities within the entire area.
This fall, football games of Historically Black Colleges and Universities (HBCU) will be televised to larger audiences. Eighteen games from the Mid-Eastern Athletic Conference, Southern Intercollegiate Athletic Conference and Southwestern Athletic Conference will be shown nationally and regionally throughout the season.
The Honda Battle of the Bands Invitational Showcase continues to stand alone as "the Super Bowl for Black College Bands," a singular showcase of ten Black college marching bands in one place, at one time. Now in its sixth year, the producers continue to keep it fresh by honoring a variety of music, marching and playing styles from various Historically Black College and University marching bands and incorporating themes that are relevant to the African American community.
The Honda Battle of the Bands Invitational Showcase continues to distinguish itself as one-of-a-kind, featuring ten black college marching bands in one place, at one time. Now in its fifth year, the show remains fresh each year by staging a wide variety of music, marching and playing styles from a variety of the nation's Historically Black College and University marching bands and incorporating themes that are relevant to the African American community. The 2007 event will not disappoint, with crowd-pleasing surprises in store for fans of all ages. The 10 bands, nominated from a field of 41 participating HBCUs during the fall Celebration Tour, are preparing to march on the Dome with all new routines, riveting choreography and contemporary R&B, funk, Hip-Hop, classical and jazz song stylings.
