The city's nine specialized high schools are highly selective. Any student living in the five boroughs may apply. The eight so-called exam schools (Stuyvesant High School (in Manhattan), Bronx High School of Science, Brooklyn Technical High School, Staten Island Tech, and Brooklyn Latin, plus three small specialized high schools located on CUNY campuses: High School of American Studies at Lehman College (in the Bronx), the High School of Mathematics, Science, and Engineering at City College (in Manhattan), and the Queens High School for the Sciences at York College) have one admissions test, given in October or November. Students who move to the city after the test is given may take it the following year, usually the day after Labor Day. The Fiorello LaGuardia High School of Music and Art and Performing Arts in Manhattan requires an audition (in dance, voice, instrumental music, drama, technical theater or a portfolio in studio art) in November and December. Students who move to the city after the auditions are held, may audition in the following year, usually just before Labor Day.

Vocational high schools offer training to students who prefer to go directly into a trade rather than attend college. Vocational high schools are sometimes classified as "alternative schools" because vocational students often choose vocational training due to social or academic difficulties with the general or preparatory educational styles. These schools are often used to complete the education of low-performing students (not necessarily special education students) or those at risk of dropping out of traditional schools in order to offer these students the chance to earn their diploma and have marketable skills after graduation.

In some school districts exceptionally high-performing students are offered enrollment at a district college preparatory high school. Traditionally "prep schools" in North America were usually private institutions, though most medium or large public (state) school districts now offer prep schools for advanced students. Public prep schools draw the top students from their district and have strict entrance requirements. All academic classes offered in these schools are classified as honors, International Baccalaureate, or Advanced Placement.

Approximately 60 percent of students in the poorest communities fail to graduate from high school on time. The act would authorize $2 billion for academic counselors to help increase the number of students who graduate from high school while ... improving college preparation for all students. Working with students and their families, academic counselors would develop a six-year personal plan for all students in their ninth-grade year which would define a student's career and education goals and map the courses needed for on-time high school graduation and successful preparation for postsecondary education or work. The plan would also identify the supplemental services necessary to meet those goals.
