Jim's FBI work meant the family were forced to relocate occasionally when Heather was very young, not easy for a shy girl. She'd attend her first elementary school in Virginia. Eventually, though, they'd settle in the Agoura Hills, just north of Los Angeles, where Heather would attend Sumac Elementary School, then Lindero Canyon Middle School, and finally Agoura High School.

Heather werd geboren in Milwaukee en werd opgevoed in een katholieke familie van Ierse afkomst in Virginia. Ze is de dochter van FBI-agent Jim en moeder Joan. Ze heeft een zus, Aimee. Haar ouders stonden achter haar wil dat ze actrice wilde worden. Haar moeder ging altijd met haar mee naar audities. Ze wilden echter wel dat ze Heather niet naakt in films te zien was. Dit kostte haar een rol in Heathers (1989).

Spending her early years in Virginia, Graham attended North Springfield Elementary School in Springfield, Virginia. Her family then moved to the Conejo Valley, Los Angeles, California, where she attended Sumac Elementary School, Lindero Canyon Middle School, and Agoura High School where she graduated in 1988.
