Isak Grigori Clurman on coal pile at his lumberyard in front of Harbin’s Main Synagogue (1930s) Harbin is the capital of the modern province of Heilongjiang (literally Black Dragon River), People's Republic of China. That province is one of three in the region of Dongbei (literally East-North), formerly known as Manchuria.
Harbin is the capital of Heilongjiang and is situated on the Songhua River in the south of the province. Just over 100 years ago it was a small fishing town but today it has a population of 4 million.
After passing through Harbin, the Songhua flows north to the Russian border where it meets the Amur River. The Amur River runs north through Russia before emptying into the Tartarskiy Proliv, a narrow strait connecting the Sea of Japan to the Sea of Okhotsk. The areas touched by both the Songhua and the Amur may be contaminated before the chemicals dissipate.

A report told to the Lutheran churches tells of the resettlement in February of the Mennonite refugees from Harbin to Paraguay. Mennonite settlements had been established in the area west of the Paraguay River known as the "Chaco" (which means prairie lands) as early as 1929 by the Central Mennonite Relief Committee. It was noted that 21 denominations, including the Evangelical Lutherans, were providing support for relocating the Mennonite refugees. And now more gifts must come from the churches in order to re-locate the Lutheran refugees.
