Handguns are small, portable firearms designed to be a last form of armed defense. Originally designed to be an always-ready, always-available defensive firearm, they have grown to include dedicated target shooting models for precision markmanship. Like all firearms, they are weapons, not ''toys'' in the conventional sense of the word. They can all wound, maim, and kill. They are not to be dismissed as harmless. Treated with proper respect (safety), they are fun and challenging to shoot.

Handguns are often considered self-defense weapons for use under 50 meters. While a handgun in the hands of an experienced shooter may be effective at longer ranges than 50 meters, a handgun cartridge is much more limited in its energy capacity than many long gun cartridges. Many rifles are commonly able to achieve bullet velocities of over 3,000 feet per second, whereas handguns are rarely able to achieve velocities over 1,500 feet per second. Thus, long guns are generally more powerful at any range, and especially more effective at longer ranges than handguns.

In 1975 LWVM co-filed a bill to ban handguns to all but police, military and certain other people. It did not pass. In 1975 the League joined other groups in collecting more than 102,000 certified signatures on an initiative petition to ban the private possession of handguns. After the bill failed to pass the legislature in 1976, the League helped collect the additional signatures needed to place the question on the ballot. The referendum was defeated by a two-to-one margin. The League's efforts to ban the "Saturday night special" handgun have ... failed.

Through their contract with SIGARMS, the Coast Guard will receive 12,000 SIG Sauer P229 .40 Caliber compact handguns to replace the Beretta M9 9mm PDW. The Coast Guard has begun receiving its handguns since November 2004. They will be receiving 1000 handguns every month until the contract is met.
