The Tribunal has stated clearly that “Guyana now has undisputed title to the area” where the CGX rig was exploring for oil before it was forcibly evicted by the Surinamese military forces. In fact, that area lies a full 15 kilometres to the west of the boundary established by the Arbitral Tribunal, and is therefore well within Guyana’s waters.

PARAMARIBO, Suriname: Security forces in Suriname are in a state of alert after the gruesome murder of eleven people in Lusignan in neighbouring Guyana, security officials here disclosed. The Suriname Police Force and the National Army have increased patrols in Nickerie along the border with Guyana.
Guyana strongly supports the concept of regional integration. It played an important role in the founding of the Caribbean Community and Common Market (CARICOM), but its status as one of the organization's poorest members limits its ability to exert leadership in regional activities. Guyana has sought to keep foreign policy in close alignment with the consensus of CARICOM members, especially in voting in the UN, OAS, and other international organizations. In 1993, Guyana ratified the 1988 Vienna Convention on illicit traffic in narcotic drugs.

Persaud gave assurances that Guyana intends to use land that is currently uncultivated. He said that Guyana is currently examining five investment proposals and has identified 50,000 hectares of land in Canje, Region Six, for cane cultivation. He said that the investor will have to bear the cost of development of the land within the cost model, adding that there is an existing infrastructure for shipping. "Primarily we see this as private sector investment and, at the end of the day, it is the investor that will have to come and run the numbers," Persaud stated.

For example, state media now felt obliged to give detailed accounts of the speeches and activities of government leaders, foreign visits, observances of birth anniversaries of socialist leaders and the exchange of greetings among leaders, all seen as part of 'national development'.
