After Guatemala gained independence from Spain in 1821, military dictatorships often dominated its politics. Social and economic inequities, compounded by government repression, led to a civil war beginning in 1960. The late 1980s saw movement toward more democratic, civilian rule. In December 1996 a peace accord was signed, ending the 36-year conflict, the region’s longest civil war. During this war more than 200,000 Guatemalans were killed or disappeared.

The growing interest in Guatemala has ... put the government of Guatemala to work to improve the tourist infrastructure and security environment for the tourist. "The world is looking at us and we must respond. So the government is talking about awarding a concession for the management of the La Aurora International Airport in the next three months, with the aim of improving the services in the terminal," said Alejandro Sinibaldi, Minister of Tourism from INGUAT.

During the second half of the 20th century, it experienced a variety of military and civilian governments as well as a 36-year guerrilla war. In 1996, the government signed a peace agreement formally ending the conflict, which had led to the death of more than 100,000 people and had created some 1 million refugees.

With regard to currently pending adoptions (those initiated in Guatemala before 12/31/2007), the U.S. Embassy in Guatemala remains committed to processing adoptions according to previous rules. The Embassy is working closely with the government of Guatemala to help complete those cases as soon as possible."

On March 17, the government began a pilot project of a 24-hour court in the basement of the Supreme Court of Justice building in Guatemala City, staffed with police, prosecutors, public defenders, and judges. In the jurisdictional area of the 24-hour court, the pilot project significantly reduced the number of cases dismissed by judges for lack of evidence and increased the government's ability to comply with legal requirements to bring suspects before a judge within six hours of the start of detention.

*Social Services are extremely limited in Guatemala. Minimal services are provided by the government for the 80% of the population who live in poverty, including basics like health care, and nutrition. Within the private adoption system, many social services are provided (admittedly, in an inconsistent and unregulated fashion). They include: prenatal assistance and medical care; delivery assistance; pre-adoption education; assistance in collecting necessary documentation to commence and complete an adoption plan for the child; connection with the legal system; child care; and assistance in transport and housing to fulfill legal obligations.
