[T]here are even newer forms of digital access, collaboration and participation that are gaining momentum and might have the potential to make e-government a bit more personal. In a Feb. 2005 story, writer Blake Harris chronicled the impact of Web logs — “blogs” for short — on politics, news reporting and government. Shortly after becoming Utah’s CIO in 2001, Phillip Windley began blogging personally, and encouraged IT staff throughout the state to blog. His personal blog continues.

Following the Second World War, the United States Federal government funded many kinds of research, much of it connected to Cold War concerns, and some of this happened to relate to climate change. During the 1960s, the government created major agencies for space, atmospheric, and ocean science, and in the 1970s, as public concern for the environment mounted, the agencies increasingly supported research targeted directly at climate change. But climate scientists were too few and disorganized to push through a unified national research program. Their budgets, divided among different agencies, would rise for a few years and then stagnate. During the 1980s, the funding and the science itself came under attack. The technical question of whether climate change might be a threat got caught up in political battles between pro-regulation environmentalists and anti-government conservatives.

Constitutional government is not deeply rooted or widespread in the Middle East. Israel's democracy rests in part on a series of basic laws that provide a framework for governmental action rather than on a formal written constitution, but this does not affect its role as a parliamentary democracy. Syria has a constitution with the trappings of constitutional government, yet hardly qualifies as a democratic regime. Other states have written constitutions, but these rarely provide a clear guide to governmental action. The Republic of Turkey... is a significant exception.

The exact moment and place that the phenomenon of human government developed is lost in time; ... history does record the formations of very early governments. About 5,000 years ago, the first small city-states appeared.[17] By the third to second millenniums BC, some of these had developed into larger governed areas: the Indus Valley Civilization, Sumer, Ancient Egypt and the Yellow River Civilization.[18]

A republican form of government was formally established during the French mandate over Syria and Lebanon, and these two states emerged from French control after World War II as republics. Nevertheless, they soon moved in very different directions, with Lebanon retaining at least the form of a republic and Syria establishing a single-person system, which has been dominated by the al-Asad family since the early 1970s.
