The Goldman Sachs report sent financial shares soaring in the United States on Tuesday, with the Standard & Poor's 500 index climbing 2.9 percent, the biggest gain since the Federal Reserve cut interest rates Sept. 18. The Dow Jones Industrial Average rose 2.5 percent, while the Nasdaq Composite Index added 3.5 percent.
