Germany was Romanized in varying degrees. The key to Romanization was to get the German nobility on the side of the Romans by giving them grants of citizenship and absorb them into the ranks of the equites. Rome assumed the role of organizing the tribes into a Roman style of life, this left only a small mark on German civilization. Rome did succeed in spreading their language to the Roman people with mixed reactions. Roman rule was accepted with mixed emotions. During the early years when they were first invaded by the Romans the German people were very reluctant to accept Roman rule and to become a province of the Roman Empire.

Germany has one of the world's highest levels of schooling, technology, and businesses. The number of young people who start going to universities is now more than three times as big as it was after the end of World War II, and the trade and technical schools of Germany are some of the best in the world. Germans each make about $25,000 a year, so Germany is a very middle class society. A large social welfare system gives people money when they are ill or cannot find a job, and other things the people need. Millions of Germans travel outside their country each year.

The Bundesrat, the upper house, has 68 seats, with each state seating three to six representatives depending on the state's population; the term is not fixed. The Bundestag, the lower house, is the country's main legislative body. It has 603 deputies who are elected for four years using a mixed system of proportional representation and direct voting. Executive authority lies with the federal government, whose leader, the federal chancellor, is elected by an absolute majority of the Bundestag for a four-year term. Cabinet members are appointed by the president, upon the proposal of the chancellor.
Whereas it was status quo on show in South America, Africa's qualifying campaign for Germany 2006 saw a swirl of new sides rise to the fore. Of the five qualified teams, only Tunisia had ever participated at a previous finals. Côte d'Ivoire, Ghana, Togo and Angola were the names on everyone's lips after a sohcking qualifying campaign, not the usual suspects of South Africa, Nigeria and Cameroon. With the exception of Ghana in Group 2, all of the qualifying groups were tense nail-biters to the end. The duels between Togo and Senegal (Group 1), Côte d'Ivoire and Cameroon (Group 3), Angola and Nigeria (Group 4), and Morocco and Tunisia (Group 5) all had to wait until the night of 8 October to be resolved. Emmanuel Adebayor emerged from these qualifiers as top scorer on the continent with 11 goals, just ahead of Chelsea's Ivorian phenomenon Didier Drogba
