At the beginning of the 1930s, Germany was not far from a civil war. Paramilitary troops were set up by several parties. They intimidated voters and seeded violence and anger among the public, who suffered from high unemployment and poverty. Meanwhile, elitists in influential positions, alarmed by the rise of anti-governmental parties, fought amongst themselves and exploited the emergency authority provided in the Weimar Constitution to rule undemocratically by presidential decree.

Hitlers successor, Admiral Karl Doenitz, signed (May 78, 1945) an unconditional surrender to the Allies, whose military commanders assumed the functions of government in Germany. The agreements of the Yalta Conference (Feb., 1945) were implemented at the Potsdam Conference (JulyAug., 1945). These agreements were to be tentative, pending a peace conference, but as no peace conference was held, they tended to shape the course of German history after 1945.

On 30 January 1933, Hitler was appointed chancellor of Germany by Hindenburg after attempts by General Kurt von Schleicher to form a viable government failed. Hindenburg was put under pressure by Hitler through his son Oskar von Hindenburg, as well as intrigue from former Chancellor Franz von Papen, leader of the Catholic Centre Party following his collection of participating financial interests and his own ambitions to combat communism.
