German music publishers have won their dispute with German record labels concerning the mechanical royalty rate to be paid to authors. An arbitration tribunal ruled last month that the mechanical rate will remain at 9.009 percent of the published price per dealer, or PPD. The rate has been in effect since 1997. The tribunal further ruled that a minimum royalty rate of 0.61 euros must be paid to publishers for any album on CD despite actual retail price. For albums containing more than 20 songs, such as hit compilations, a higher rate must be paid on a pro-rata basis. Only albums on CD are affected by the ruling.
