The Georgia Lottery sets a record for the highest fiscal year proceeds transferred in its history - over $691 million to the students of Georgia in fiscal year 2001. Since inception, the GLC has raised more than $4.5 billion for specific lottery-funded educational programs. FY2001 sales totaled more than $2.19 billion.
By most accounts, the Georgia Lottery for Education has been deemed a success. Steadily increasing ticket sales have resulted in higher net proceeds. Since Georgia’s net lottery proceeds are used for education, the lottery has been a boon to education. "Because of its education funding and steady sales growth, the Georgia lottery is widely regarded as one of the nation’s best" (Mantius, 1997).

About North Georgia Today when people speak of the Georgia lottery, they are probably referring to one of the many state-sponsored gambling games. These "games" are widely recognized for the funding of the Hope scholarship program and many other educational programs. But Georgia's first lotteries came at the start of the 19th century and represented a much darker side of Georgia's history, for it was through these lotteries that land belonging to Creek and Cherokee Indians was distributed.

While evidence from other states shows that lottery dollars have replaced previously allocated funding for education, Georgia’s lottery remains dedicated to funding supplemental educational programs. Evidence suggests that Georgia Lottery for Education funds have supplemented rather than supplanted money for education. The percentage of the state’s budget (excluding lottery funds) has remained stable and has even increased in the years since the lottery was introduced. Table 1 shows percentage of the state’s budget (excluding lottery funds) from fiscal year 1990 to fiscal year 1997.

A significant portion of the proceeds generated by the Georgia Lottery go to fund state education programs. Some of the programs positively affected by the GA Lottery include HOPE Scholarships, Pre-Kindergarten Programs as well as technology grants to further teacher education and improve school resources. The Georgia Lottery has done its job to make sure that everyone is a winner.
The GLC makes its largest transfer to the Lottery for Education Account yet, bringing FY00 lottery funds for the students of Georgia to more than $683 million. Since inception, the GLC has raised more than $3.87 billion for specific education programs.
