Bush began his second term with an emphasis on improving strained relations with European nations. He appointed long-time adviser Karen Hughes to oversee a global public relations campaign. Bush lauded the pro-democracy struggles in Georgia and Ukraine. In March 2006, Bush visited India, leading to renewed ties between the two countries, particularly in areas of nuclear energy and counter-terrorism cooperation. Midway through Bush's second term, many analysts observed a retreat from his freedom and democracy agenda, highlighted in policy changes toward some oil-rich former Soviet republics in central Asia.

Lt. George W. Bush while in the National Guard Bush won the 2000 election in a controversial victory that saw the state of Florida appearing in exit polls to go to Gore, then to Bush. The closeness of the outcome, as well as reports of votes being miscounted, led to the Florida election recount. Two initial counts went to Bush, but that outcome was tied up in courts for a month until reaching the U.S. Supreme Court. On December 9, in the Bush v. Gore case, the Court reversed a Florida Supreme Court ruling ordering a third count, and stopped an ordered statewide hand recount based on the argument that the different standards that different counting procedures would have used violated the Equal Protection Clause of the Fourteenth Amendment. The machine recount stated that Bush had won the Florida vote by a margin of 537 votes out of six million cast.[47] The famous episode pushed terms such as hanging chad into the popular lexicon.
During his first term, Bush sought and obtained Congressional approval for three major tax cuts. These temporary cuts, scheduled to expire a decade after passage, increased the standard income tax deduction for married couples, eliminated the estate tax, and reduced marginal tax rates. By 2004, these cuts had reduced federal tax revenues, as a percentage of the Gross Domestic Product, to the lowest level since 1959. [28]

As Governor Bush's counsel in Texas, Gonzales ... reviewed all clemency requests. A 2003 article in The Atlantic Monthly asserts that Gonzales gave insufficient counsel, and failed to second-guess convictions and failed appeals. Only one death sentence was over-turned by Governor Bush, and the state of Texas executed more prisoners during Gonzales' term than any other state.[9][10]

Gonzales' name was sometimes floated as a possible nominee to the United States Supreme Court during Bush's first presidential term. On November 10 2004, it was announced that he would be nominated to replace United States Attorney General John Ashcroft for Bush's second term. Gonzales was regarded as a moderate compared to Ashcroft because he did not oppose abortion or affirmative action.
