Bush's announcement on education, National PTA President Ginny Markell expressed dismay that the President's agenda includes vouchers. ``National PTA supports public money for public schools only, and will oppose all efforts to divert public funds to private and religious schools through vouchers, education savings accounts, and other funding mechanisms, regardless of the euphemistic term applied to them.''

During his first presidential visit to Europe in June 2001, Bush came under harsh criticism from European leaders for his rejection of the Kyoto Protocol, which is aimed at reducing carbon dioxide emissions that may contribute to global warming. The treaty, symbolically signed by Vice President Gore in 1998, was never submitted by the Clinton administration to the United States Senate following the 95-0 passage of the Byrd-Hagel Resolution. In November 2004, Russia ratified the treaty, giving it the required minimum of nations to put it into force.
