In 1972, Bush once again wanted to work on a political campaign, this time in Alabama. He applied for a transfer to a nearly defunct base with no active training or work, the 9921st Air Reserve Squadrom at Maxwell Air Force Base in Alabama. Bush's supervisors approved, but a higher headquarters overruled them, noting that the unit had no regular drills.

In the game of politics as played in the US, Gore had everything to lose and Bush had everything to gain. Gore had to rise and exceed expectations while Bush merely had to live up to lowered expectations to rise above them and gain credence, and he did, beginning with the first debate. Going into the first debate, pundits expected the better-spoken Gore to eviscerate the syntactically challenged Bush (whose intelligence they disparaged), but it did not happen. Gore was haughty, and since Bush held his own, the governor of Texas was adjudged the winner. From there to the end of the campaign, Gore could never consolidate his early lead, which slipped away.

However, after the September 11, 2001 Terrorist Attacks, the administration focused much more on foreign policy in the Middle East.

As counsel to Governor Bush, Gonzales helped Bush to be excused from jury duty when he was called in a 1996 Travis County drunk driving case. The case led to controversy during Bush's 2000 presidential campaign because Bush's answers to the potential juror questionnaire did not disclose Bush's own 1976 misdemeanor drunk driving conviction.[8] Gonzales' formal request for Bush to be excused from jury duty hinged upon the fact that, as Governor of Texas, he might be called upon to pardon the accused in the case.
