Segal was commissioned to produce three bronzes for the Franklin Delano Roosevelt Memorial, dedicated in 1997: The Fireside Chat, The Rural Couple, and The Breadline. Encompassing over seven acres, the FDR Memorial is situated between the Lincoln and Jefferson memorials, and creates a park-like sequence of four outdoor galleries, each depicting a term in office.

In 1997, Segal made figures portraying a bread line for the FDR memorial in Washington DC. From bronze, these depictions, including one that was a self portrait, were not of his usual material but are a great part of his lasting legacy.

One gets Segal's message right at the exhibition's entrance. In a fairly recent work, of Abraham casting out Ishmael, Sarah glowers and stands apart. Although Segal has ... depicted Abraham's taking the knife to Isaac, in a stark bronze at Kent State, here more than the biblical story has changed. There Abraham himself heeds an unseen father's voice and moves to kill. Now all nuances of cruelty vanish in a fatherly hug.
