No Child Left Behind Act - Miller was one of the four congressional authors of this historic education reform bill signed into law on January 8, 2002. While he does not agree with every aspect of the law, some of its most important features came from Miller’s earlier legislative efforts, such as improving teacher quality, holding schools accountable for the education of all children, and the need to provide a higher level of financial resources to schools to meet the new goals. One of Miller’s top priorities now is to continue to improve teacher quality in public schools and to continue the fight to get President Bush and Congress to fully fund the No Child reforms.

As a member of the House Committee on Resources, Miller has focused on environmental issues. He was the committee's chairman from 1991 to 1994. Miller has supported efforts to preserve public lands such as the 1994 California Desert Protection Act, which among other things created Death Valley National Park and Joshua Tree National Park. In addition, Miller was the chief sponsor of the Central Valley Project Improvement Act of 1992, which mandated that the federal government's Bureau of Reclamation manage the Central Valley Project in order to better protect the fish and wildlife populations of California's Sacramento River Delta region.[6] Miller lost his chairmanship when Republicans won control of Congress in 1994. He stayed as the committee's Ranking Member until 2000, and remains on the committee.

In addition to being chairman, Miller ... has been a landlord to a rotating cast of Democratic lawmakers. The current roster includes Sen. Charles Schumer (D-N.Y.), Sen. In addition to his legislative advocacy, Miller uses his position in Congress to conduct and push for investigations and oversight. Miller led investigations into U.S. policy in Central America in the 1980s and 1990s, the 1989 Exxon Valdez Alaska oil spill, the Alyeska Pipeline Company, the criminal activities of the Chilean dictator General Augusto Pinochet, and the illegal use of sweatshops, child labor, and abuse of farm workers.

He passed the Central Valley Project Improvement Act of 1992, the largest water project in the country, consisting of 20 dams and 500 miles of canals, according to a 1997 Congressional Budget Office report.
