En mai 1979, George Bush est candidat aux élections primaires républicaines de 1980 face à Ronald Reagan. Il doit vite s'incliner face à l'ancien gouverneur de Californie. Celui-ci, après avoir hésité, notamment en faveur de Gerald Ford, choisit finalement George Bush comme colistier pour le poste de vice-président, car il estime qu'il pouvait être un compagnon précieux ; républicain modéré, il pouvait apporter son expérience internationale auprès des Nations unies et de la Chine, ainsi qu'une vision de l'intérieur de la CIA.

Bush served as Acting President for approximately eight hours, most of which he passed playing tennis.
Bush was a late convert to Reagan's conservatism. As a U.S. representative in the 1960s Bush had been a political moderate, voting in favor of open housing, the abolishment of the military draft, and the vote for eighteen-year-olds. As vice president under Reagan, Bush became more conservative.

Bush ran for re-election in 1992. The Persian Gulf War lifted people's perception of Bush during his presidency but upon leading up to the election, his popularity trickled as a result of the economic recession, a perceived failure to end the war properly, and the common perception that he was "out of touch" with the American worker. His defeat was ensured because of his authorization for new taxes, despite his famous pledge, in an attempt to control the increasing budget deficit that has been attributed the to the Reagan tax cuts and military spending of the 1980s.
Bush was unsuccessful in his bid for the 1980 Republican presidential nomination, but served two terms (1981–89) as President Reagan's Vice President. In 1988, he won the Republican nomination for President. Bush and his running mate, Dan Quayle, easily defeated the Democratic ticket of Michael Dukakis and Lloyd Bentsen.
