Because the Texas constitution limits the authority of the governor’s office, Bush turned his attention to gaining the confidence of powerful Democrats, especially the lieutenant governor and the speaker of the house. Bush needed to form alliances with Democrats in order to accomplish his goals. After winning their backing, he successfully pushed plans to cut welfare rosters, lower punitive damages in lawsuits, and return control of schools to local municipalities. Critics said he neglected environmental concerns, children’s health insurance, and rising poverty. Nonetheless, toward the end of his first term, a number of high-ranking elected Democrats in Texas, including several Hispanic politicians, publicly gave their support to Bush.

And the sort of folks who supported Dean are middle-class folks: those who can spare a few bucks, but not those with money to burn. Had the 17,115 Dean donors been able to give their maximum of $2,000, Dean would have raised a whopping $34,230,000.

Bush blamed Dukakis for polluting the Boston Harbor as the Massachusetts governor. Another, produced and placed by an independent group supporting Bush, referred to murderer Willie Horton, a man who had committed a rape and assault while on a weekend furlough from a life sentence being served in Massachusetts.

Aboard the Aircraft Carrier on May 1, 2003 Bush declared, "Any person, organization, or government that supports, protects, or harbors terrorists is complicit in the murder of the innocent, and equally guilty of terrorist crimes." How odd that Bush looks the other way when it comes to the Saudi government and actually gives money to prop up the Pakistani government.
