Bush supported Mikhail Gorbachev's program of Perestroika, or economic and political restructuring, in the Soviet Union and led a coalition of Western nations that opposed a coup attempt against Gorbachev in August 1991. But Bush opposed the efforts of some republics within the Soviet Union to secede. Gorbachev was succeeded in power by Boris Yeltsin, and the Soviet Union was transformed into the Commonwealth of Independent States at the beginning of 1992. Bush then began to work with Yeltsin and his team of free-market reformers on programs of aid, trade, and nuclear disarmament.

After Nixon was re-elected in 1972, he asked Bush to become chairman of the Republican National Committee. Bush held this position during the Watergate scandal, when the popularity of both Nixon and the Republican Party plummeted. Bush defended Nixon steadfastly, but later as Nixon's complicity became clear he focused more on defending the Republican Party while still maintaining loyalty to Nixon.

The discovery is the latest in a series of embarrassments for Pentagon and Texas National Guard officials who have repeatedly said they found and released all of Bush's Vietnam-era military files, only to belatedly discover more records. Those discoveries - nearly 100 pages, including Bush's pay records and flight logs - have been the result of freedom of information lawsuits filed in federal and Texas courts by AP.
