Gambling has long been recognized as a malignant sore on society. The Roman lawyer and satirist Juvenal (60-140A.D.) characterized it as a domineering vice of the foolish. Historian Steinmetz looked at gambling as a disfiguring, destructive vice, that often involved murder or suicide.

Professor Rose is best known for his internationally syndicated column, "Gambling and the Law®," and his landmark 1986 book by the same name. His most recent books are a collection of columns and analysis, co-authored with Bob Loeb, Blackjack and the Law, and the first casebook on gaming law, Gaming Law: Cases and Materials (LexisNexis/Matthew Bender 2003), co-authored with Professors Robert Jarvis, Shannon Bybee, J. Wesley Cochran and Ronald Rychlak. Professor Rose's latest book, Internet Gaming Law, co-authored with Martin Owens, has just been published by Mary Ann Liebert Publishers.

Gambling is very much part of the Colombian culture and in the last decade, there has been a considerable growth in Colombia’s gambling industry. Foreign operators such as the Spanish based Codere and Cirsa have already established a foothold in the country and are competing head to head with local operators. With the effects of a machine import ban in Venezuela and prohibition in Brazil, Colombia hopes to introduce new laws to sanction illegal operators and cope with an expected influx of machines.

Historically, states have been the only regulators of gambling within their own territories. [7] However, because the Internet has made it much easier to conduct gambling across state and national borders, the authority of states to control gambling within their borders has been undermined. [8] Consequently, Congress has recently introduced bills which are designed to provide states with the authority to enforce their own gambling laws by making it illegal either to receive or place bets or wagers on the Internet.
