Franklin Roosevelt promissed the American people a "rondevous with destiny." His presidency faced the greast crisis of the American nation since the Civil War. He proceeded to restore the faith of the American people in their goverenment, alieviated the worst deprivations of the depression, implemented fundamental social reform, and led the nation to a massive crusade to no less than save the world from a terrible tyranny. He was a remarkable person who used people outrageously, but his accomplishments are virtually uncalcuable. He was subjected to scathing criticism, but by the force of his personanilty, he forged a bond with the American people that survived foour elections and saw Ameruca through both the Great Depression and World war II. While still controversial, the Roosevelt presidency is undeniably the most important of the 20th century.

By the start of World War II Roosevelt had begun to hone a policy of integration for African-Americans. Executive Order 8802 made it illegal for defense contractors to discriminate against employees based on race, color, or religion. On the other hand... Japanese-Americans were imprisoned on the West Coast and German aliens were required to register with the government. By 1943 African-Americans were fighting, and slowly other aspects of the armed services were integrating. Although Roosevelt had a positive record on moving the country toward an integrated society, some argue that he did too little.

In early 1939, Roosevelt asked Congress to repeal the Neutrality Act, so the U.S. could sell arms to the free European forces. Congress refused. In September, World War II began as Germany invaded Poland. Roosevelt spoke before Congress again, and on November 4, it approved the Pittman Bill, which allowed America to sell arms to nations who could pay for their weapons in cash.

Roosevelt was the first President to regularly address the American public through the medium of radio. He instituted a tradition of weekly radio speeches, which he called "fireside chats." These "chats" gave him the opportunity to take his opinions to the American people, and they often bolstered his popularity as he campaigned for various changes. During World War II the fireside chats were seen as important morale boosters for Americans at home.

After 1938, Roosevelt championed re-armament and led the nation away from isolationism as the world headed into World War II. He provided extensive support to Winston Churchill and the British war effort before the attack on Pearl Harbor pulled the U.S. into the fighting. During the war, Roosevelt, working closely with his aide Harry Hopkins, provided decisive leadership against Nazi Germany and made the United States the principal arms supplier and financier of the Allies who later, alongside the United States, defeated Germany, Italy and Japan. Roosevelt led the United States as it became the Arsenal of Democracy, putting sixteen million American men into uniform.
