Roosevelt understood early on that territorial concessions would not satisfy Adolf Hitler and his fascist counterparts, Benito Mussolini of Italy and Emperor Hirohito of Japan. In 1931, Japan took Manchuria. In 1935, Mussolini took Ethiopia. In 1936, Nazi troops swept into the Rhineland. In 1938, Hitler annexed Austria, and at the Munich conference, Britain and France surrendered Czechoslovakia's Sudetenland to the Germans.

Germany's aggressiveness in 1939 forced Roosevelt to take a tougher stance. Early in the year he tried unsuccessfully to secure revision of a neutrality act calling for an embargo on armaments to all belligerents, whether attacked or attacker. When Hitler overran Poland in September and triggered the formal beginning of World War II, Roosevelt tried again for repeal of the embargo, and succeeded. In 1940 he negotiated an unneutral deal with Britain whereby the British leased their bases in the Western Hemisphere to the United States in return for 50 overaged American destroyers. Roosevelt ... secured vastly increased defense expenditures, which brought about domestic economic recovery at last. But he still hoped to keep out of the war and to appease the anti-interventionists in Congress.

When Germany invaded the Soviet Union in June 1941, Roosevelt extended Lend-Lease to the Soviets. During 1941, Roosevelt ... agreed that the U.S. Navy would escort Allied convoys as far east as Britain and would fire upon German ships or submarines if they attacked Allied shipping within the U.S. Navy zone. Moreover, by 1941, U.S. Navy aircraft carriers were secretly ferrying British fighter planes between the UK and the Mediterranean war zones, and the British Royal Navy was receiving supply and repair assistance at American naval bases in the United States.

[D]istinctive points of view emerge, and most of the charges raised as to Roosevelt's failures as an international figure are strongly refuted. Black is convinced, for example, that Roosevelt was consistently anti-Hitler from 1933 and knew that Germany and the US would eventually collide. His policies towards the Nazis may have seemed bewilderingly inconsistent, but his larger purpose - to bring the US public to share his perspective, no matter how long it took - was not. In this, says Black, he was eventually successful, and surely right.

Remember, more than 75% of the American people were against getting involved in Roosevelt's Communist aggression against Germany. At this point he was even more angered and purposeful in throwing the USA into war against Mr. Hitler, the man he had without provocation grown to hate so much, and ironically of whom he was incredibly envious.
