While these struggles were taking place, Roosevelt worked successfully for three significant acts passed in 1935. One, a relief appropriation, led to creation of the Works Progress Administration (WPA). The WPA disbursed some $11 billion in work relief to as many as 3.2 million Americans a month between 1935 and 1942.

Roosevelt dramatically increased the defense budget from 1939 on and began to convert America to a military economy. Using powerful industrialists who could skillfully cut through governmental red tape, Roosevelt began to build the "Arsenal of Democracy."

America soon entered the war... and Roosevelt could work for a cause he believed in. At that time there was only one assistant secretary, and he had extensive responsibilities. Howe had come to Washington with him and had become his indispensable guardian and helper. Together their management of the department was creditable.

Roosevelt programs paid Americans to do everything from building airport runways to writing local histories. Although the New Deal had its critics, Roosevelt's programs left an impression upon America that lasted for decades.

Roosevelt won 57% of the vote and carried all but six states. Historians and political scientists consider the 1932-36 elections a realigning election that created a new majority coalition for the Democrats... transforming American politics and starting what is called the "New Deal Party System" or (by political scientists) the Fifth Party System.[25]
