It is sometimes possible to cause a program to read a file encoded in one format as if it were encoded in another format. For example, one can play a Microsoft Word document as if it were a song by using a music-playing program that deals in "headerless" audio files. The result does not sound very musical.... This is so because a sensible arrangement of bits in one format is almost always nonsensical in another.
The file format must be capable of being used as an office program's native file format. The format must be "non-lossy" and must support (at least) the full capability of a StarOffice/OpenOffice document. The format is likely to be used for document interchange but that use alone is not enough.
If there were a universal file format for digital photos, it would be JPEG. Every digital camera on the market today shoots in JPEG. It's not hard to see why: The format is readily recognized by every computer and every photo program in the universe; and the files are reasonably small, efficient, and of high quality.
