Denmark and the European Parliament both state the Commission has acted illegally in basing its decision on a UK Deca risk assessment. Meanwhile, the UK assessment is being revised in light of worrying new evidence. The Competent Authority of Member States on existing EU Chemicals Regulation will discuss this evidence in May 2006 to see what further Risk Reduction measures may be necessary. This is in line with the position of the Commission’s own scientific committee for environment and health risk (SCHER) that present scientific studies risk reduction measures are indeed necessary to protect human health.

Janelly Fourtou, member of the European Parliament, French Conservative, has actively promoted software and business method patents in Europe, while pretending that she was "only restating the current law". Fourtou in particular used every opportunity to push for legalisation of program claims (e.g. "a program, characterised by that upon loading into memory some computing process is executed"), which the European Commission had suggested not to allow. Jean-René Fourtou, husband of Janelly, former top manager of Aventis (pharma), is currently the CEO of Vivendi Universal. Vivendi is involved in cooperation negotiations with Microsoft. In 2002/12 J-R became the head of the International Chamber of Commerce (ICC), an organisation with a very active patent arm (IP Commission) which is lobbying for expansion of the patent system worldwide.

The European Ombudsman is elected by the Parliament, who deals with public complaints against all institutions.[38] Petitions can ... be brought forward by any EU citizen on a matter within the EU's sphere of activities. The Committee on Petitions hears cases, some 1500 each year, sometimes presented by the citizen themselves at the Parliament. While the Parliament attempts to resolve the issue as a mediator they do resort to legal proceedings if it is necessary to resolve the citizens dispute.[40]
The European Parliament tower in Strasbourg It is conventional for countries acceding to the European Union to send a number of observers to Parliament in advance.
