The Student Fellows Program brings student ethics officers together in the Washington DC area each summer to share their successes, challenges, and future directions. The summer meeting includes leadership training for student ethics officers from SEO schools, as well as their moderators. This week-long meeting incorporates time for the representatives to plan their SEO initiatives for the up-coming year and allows for collegial discussions among ethics officers from various schools. In addition to the general SFP meeting in the summer, concentrated, executive-level Student Fellows meetings are held each January. The January meeting provides an opportunity for schools to share their successes and work together to create solutions to program challenges, while developing the skills and expertise of the leaders

In addition to the social work profession’s own Code of Ethics, federal regulations (45 CFR part 46) set standards to protect people involved in research studies, with requirements for the research sponsoring institution’s oversight through its Institutional Review Board (IRB). Attending to ethical research practices is especially important when research participants are engaged in interventions that affect them. In order to conduct federally funded research, the Principal Investigator must first take a course in ethics, and adhere to the federal code oversight of human research participants (formerly known as subjects). This language shift from subjects to participants is in itself indication of increasing expectation for the relationship of researcher–participant to be a partnership in knowledge development. The Department of Health and Human Services Office of Human Research Protection (OHRP) is responsible for assuring adherence to the Federal Regulatory Code (FR 46). [I]t ... turns out that the UNDP, which has no ethics office of its own, is refusing to recognize the “jurisdiction” of the U.N. Secretariat’s Ethics Office. Benson discussed this in his memo, urging the UNDP’s Kemal Dervis to reverse course and abide by the advice of the Ethics Office, and allow a U.N. investigation to go forward into whether Shkurtaj was sacked — wrongly — for following U.N. ethics guidelines promulgated on Dec. 19, 2005, which state that it is the “duty” of staff members to report any breach of U.N. rules, and that any staffer who does so in good faith has “the right to be protected against retaliation.”
