For much of the past month, troops and tanks from Ethiopia and Eritrea had been slugging it out over disputed patches of barren land along their ill-defined border. Like last year's initial round of fighting between the two sides, which killed some 1,000 people, the latest battle seemed headed for a standoff--until last week. Ethiopian troops broke through Eritrea's front-line defense near the town of Badme and reportedly swept six miles into Eritrean territory. Fearful of losing more ground, Eritrea hastily accepted a peace proposal drawn up by the Organization of African Unity (OAU). Eritrea informed the United Nations Security Council of its decision to accept the OAU border plan, which had been drawn up last November. Outsiders might wonder why the two neighboring countries came to blows in the first place.

In his last report to the Security Council on UNMEE, Secretary-General Kofi Annan said the situation between Ethiopia and Eritrea has reached a dangerous stalemate. Ethiopia has failed to comply with a border demarcation decision while Eritrea is restricting the mission deployed in the two Horn of Africa countries.

On April 13th, 2002 the Permanent Court of Arbitration in The Hague published the binding conclusions of the Eritrea-Ethiopia Boundary Commission. The court concluded that a large part of the Western border sector will be awarded to Eritrea (near the Yirga Triangle). Area in the Central zone and Eastern Sector and border town Tserona have ... been awarded to Eritrea. The border town Zalambessa and Alitena (Central Sector) and Bure Danakil Depression were awarded to Ethiopia. Despite Ethiopian claims of victory, the controversial town of Badme, the site of the first flare-ups in 1998, was given to Eritrea.

There are extensive minefields in Eritrea, particularly near the border with Ethiopia. Driving on main roads outside of border areas is generally safe, but off-road driving can be dangerous. Walking and hiking in rural areas can ... be dangerous.
