What's especially insulting about this request - insulting to the people of Texas, that is - is when you consider the electoral and delegate implications of the GOP primary season. Take a look at the electoral map below, which shows the places Senator McCain has won so far.

Over the last 200 years, there have been more proposals in Congress (over 700) for Constitutional amendments changing the Electoral College than on any other subject. Another one is almost certainly on the way.

In 1993, Scalia wrote a strong opinion for the Supreme Court in a Minnesota case, saying that state lawmakers and state judges, not federal authorities, had the primary duty to redraw their electoral districts. In the Mississippi case... Scalia upheld a move by federal judges to block a state court's plan that was more favorable to Pickering's Democratic opponent.

The Electoral Reform California Initiative is alive and kicking! Those who wish that the fairy godmother would give them a gift are delusional. Some of the players have resigned and have been replaced. There is no change in the plan to have it on the June 3, 2008 ballot.

The missive, obtained by The Times' Dan Morain, is addressed, "Hello Fellow Rudy Supporter!" Its author, Tony Andrade, is a Republican activist who helped draft the electoral college initiative. Previously, he was among those who helped place the ultimately successful recall of Gov. Gray Davis on the ballot in 2003.
