Founded in 1959, the El Paso Museum of Art (EPMA) is a major cultural and educational resource for West Texas, New Mexico, and Mexico. The Museum houses a permanent collection of over 5,000 works of art. In addition to displaying works from its holdings, the Museum offers a diverse schedule of temporary exhibitions, films, lectures, concerts, and other educational programs to the general public. EPMA has a steady record of accreditation by the American Association of Museums. The Museum was first accredited in 1972, then re-accredited in 1985 and, most recently, in 2001. Since the new downtown building opened in 1998, the Museum serves approximately 100,000 visitors per year.

The current mayor of El Paso is John Cook, who defeated incumbent El Paso mayor Joe Wardy in the 2005 city elections. According to City charter amendments that were approved on February 7th, 2004, the City of El Paso operates under a council-manager form of government. This system combines the strong political leadership of elected officials, in the form of eight Council Members, with the strong managerial experience of an appointed local government manager. All power is concentrated in the elected council, which hires a professionally trained manager to carry out its directives and oversee the delivery of public services. Joyce Wilson was elected by the city council in 2004 as El Paso's first City Manager. The council members are elected every 4 years to staggered terms.

USO El Paso will provide free Internet and email access, lounge areas, entertainment and recreational events, as well as implement USO programs. The 4,000 square-foot facility is centrally located on Fort Bliss within walking distance of several large barracks. The new center was made possible by contributions from FirstLight Federal Credit Union, Time Warner Cable, Cingular, Perspectiva, Home Depot and U.S. Foodservice.

The El Paso, Texas, ports that began processing visitors yesterday are part of a multi-phased deployment of US-VISIT over a period of several weeks. In addition to these ports, there are four other land ports of entry implementing the US-VISIT procedures this week: Calais-Ferry Point, Maine, and Champlain, Thousand Islands, and Massena, New York. The US-VISIT procedures became operational in the ports of Lewiston-Queenston, Whirlpool Rapids, Peace Bridge and Rainbow Bridge, New York; Santa Teresa, New Mexico; Fabens and Presidio, Texas; and Derby Line, Vermont, on December 16, 2004; at Ambassador Bridge and Windsor Tunnel, Michigan, on December 13, 2004; in the ports of Otay Mesa, San Ysidro, and Tecate, California, and Lynden, Pacific Highway, Peace Arch, Point Roberts, and Sumas, Washington, on December 9, 2004; in the ports of Lukeville, Nogales and San Luis, Arizona, and Calexico and Andrade, California, on December 6, 2004; and in the ports of Douglas, Arizona, Port Huron-Blue Water, Michigan, and Convent Street, Columbia Solidarity Bridge, Lincoln-Juarez Bridge and World Trade Bridge, Texas, on November 15, 2004.

El Paso's tallest building, the Wells Fargo Plaza, was built in the early-1970s as State National Plaza. The black-windowed, 296-foot (90 m) building is famous for its 13 white horizonal lights that are lit at night; ... in recent years the building has used its United States flag design since the September 11, 2001 terrorist attacks, during the Christmas holidays a design of a Christmas Tree is used, and on occasion, letters that spell "UTEP" are also lit to support UTEP athletics.
